non-permanent hair color

does non-permanent color lighten hair, if i picked a shade lighter than my natural color? it said, that it wouldn't lighten it, but i think it did and i didn't even held it for more than 10 minutes.

I know manic panic gradually lightens with each wash.. but as for the natural looking hair colors- I would think that to lighten your hair it would have to "bleach" it out a little- I know that if you used a darker color that was non permanent it would eventually wash away or fade out.
