Water shortage in India

As monsoon is late in India & almost every state is facing water shortage problem.
What steps should government take to prevent wastage of water?
I think they should first close Swimming pools, individual water tanks in every flat where they already have combine water tank for entire building.
I think they should stop some construction work because they use too much water at least they should stop till monsoon come completely.

Well, monsoons have covered most of the part of India and
hopefully the water situation should improve .
However, we need the following measures in the long term :
1)Better efficiency in distribution of water supplies - better Material
Pipes may help .
2)Plugging the leakages in water pipe transmission .It has been estimated that nearly
40% of supply is wasted in leakages .
This is a highly unwanted figure and should be reduced substantially.
3)Encourage people to conserve water .
4)More and more use of Rain Water Harvesting in buildings to store
rain water for other uses - domestic as well as Industrial .
