Here in the philippines. the cellphone companies have been under the scrutiny of the Senators of our countries for their questionable charges in cellphone loads. and they were asking to extend the expiration of cellphone loads. This will give a better service to the consumers of the cellphone loads but this does not come with out objection from cellphone companies.

cellphones - types of cell phones available in the market
So far there were no complains from the public about excessive charges from the cellphone company. Maybe because of the stiff competition among cellphone companies that they have no choice but to throw in many incentives to compete with each other.

I don't think anything will happen even if the Senators debate over the issue. I worked for an Australian Telecommunications company who's a partner network of Globe. They have what they call the Telecommunications Ombudsman where complaints for such cases like these are brought to but nothing really happens. Specially for Premium SMS or those messages that you receive that you didn't ask for but you're still charged. Countless people complain about this problem but nothing really happens. I guess it's a lucrative business both for the Premium SMS providers and for the Telecommunications company as well.
