Does the absence of a concept of evil also delineate an absence of the concept of good, and in doing so, negate any reason to curb our actions in this plane of existence?

Absolutely, finally someone who bothered to read the quote and not analytically dissect it for some simplistic everyday philosophical moral. In fact I believe the answer to your question is far simpler than the question itself, the answer in my opinion being a simple "yes".

Our world world is filled with laws in which attempt to define evil; however, there are no laws against war. Yet war is the greatest evil ever to have plagued our world, even more so since the intelligence of humanity is so devastating. A strange world we live in...
