Car park space and your neighbour

In Malaysia, large group of people lives in terrace houses. Most of them owns two cars, if not three. The design of the terrace houses usually only permits up to 2 cars. 1 car at the porch and the other outside the gate. The problem arise when your neighbor's car is parked slightly over to your area. That makes it hard for you to get out of your house and also to park your second car. This happens to my neighbor 'My sis in law' and her other neighbor. The neighbor owns a family car and a medium sized MPV. My sis in law's family owns a family car and a BMW 5 series. Her neighbor always over park her MPV to my sis in law's area. That makes it hard for her husband to reverse every morning. Countless of times she had reminded her neighbor not to over park. Well, it always fall on deaf ears. What would you suggest we do? Should we confront him and negotiate? Should we give him a taste of his own medicine? Should we plant a row of flowers to divide the area?
