Why is it so difficult for people to replace a toilet roll on the holder

This happens constantly in my household, everytime I get to the Toilet, the Toiletroll is finished, and I have to replace it, I don't mind to do it, my question is just why do people not replace it, is it that they feel that someone else can do it, or are they just to lazzy, or is really that difficult to do?

it is laziness because its not a difficult thing to do, i know there is one now in my house but there is more toilet roll in there so it is laziness
