what does "slience is a virtue" mean?

Silence is a virtue when speaking out would only throw fuel on a fire. We all become involved in discussions, sometimes, for which there will never be a solution, or in which people attempt to convert us to their way of thinking, etc. Knowing when getting involved can't work, silence is the very best option...

Are we sure that that isn't just a nice way for someone to tell someone else to be quite? like "Children should be seen and not heard," but since you really can't call and adult a child, if they don't act like one that is, you really can't say that to them....so....
but then again I thought it was "Patience is A virtue"....omg. I just learned something.
