Which is the biggest problem faced by India?

According to me there is not a single problem which is faced by India currently,there are many problems like: 1)Poverty 2)Indian law procedure where still thousands of cases are pending. 3)Population 4)Due to increasing population unemployment 5)Infrastructures which do not meet the international standards.The main reson for this is corruption. 6)Terrorism 7)Lastly the recent global recession which has also effected India. I have stated some of the reasons. If I have missed out something please reply. Waiting for your valuable comments.
