PitBulls in apartments

There are 2 pitbulls in a one bedroom apartment across the hall from my boyfriend and I. I do not agree with having 2 pitbulls in a small apartment where they have no room to run around and release their energy. Plus the owners put them out on the balcony alot which isn't even big enough for a table outside and it's about 90 degrees everyday down here in FL. Luckily these pitbulls are nice. But I definitely do not agree that they should be in an apartment or any big dog. I think it is very unfair to the dog, big dogs need space to run around and get their energy out. What do you think?

yeah it is unfair because they don't have the freedom to go outside when they want to and the balcony isn't the same as running around in grass. At home we leave the back door open so our dog can go in and out as he pleases, because sometimes he likes to just sit outside in the sun lazy thing
