Most people want to make money by all means even by robbing and burglary.So i want bullets to be expensive than guns because if one bullet cost $10,000 and an armed robber want to rob somebody carrying$5,000 he will be frustated and wont want to waste the bullet on the person cos the worth of the bullet is higher than the money the person is carrying and the rate of killing will also reduce.What do you think?

No, bad idea. This would resort to the user to get bullets at a black market. I recommend installing a security system in your house or better yet buy a shotgun. It is deadlier, cheaper, easier to obtain than a handgun. The shotgun creates so much advantage compared to a handgun that it is unreal. Killings will never reduce so long as greed and poverty coexists.
