drug addiction and how to stop it..

My brother has been using drugs since he was 18 years old,now he's 35.He has been in and out of rehabilitation centers but he always comes back to the habit.He has been referred to a psychologist so we can have an idea why he cant stop or if he has a problem that he has been carrying that made him start it.when he goes out,we support him all the way but he still goes back to the same old.what are ur thoughts on this?
