guys...what's with the tax alert?

I can't quite understand the tax alert mylot have sent. Could anyone please explain it to me? Are we all suppose to pay the tax with regards to our designated payments or is it only mandatory for those who had accumulated at least 600$ of earnings for the whole year? It's really confusing me. Can you please elaborate? Thanks in advance. :)

It's called CYA! It's better to report earnings to the IRS than for them to find out about it some other way! There could be penalties involved if you did not report an income to them and this is an income!
