neighborhood dogs

I am a dog lover. I never allow my dogs to bark at the neighbors as long as they are not in our yard or bothering us. I go out of my way and teach my dogs what is ok and not...this goes for barking. My neighbors decide to sit and watch their dogs bark at you and others. They allow their dogs to bark ALL night long. Does anyone have a clue what the H*** these people are thinking when they let it happen? I know most is being rude and stupid...but any other thoughts out there about this? Have you had this problem before?
