Older pilotes don`t speak english - CRASH

Very crazy thing. Main language in flying on a plane is english. I just saw an report on tv, that manny nonenglish pilots, especially the older ones, dont`t speak some english! Crazy! How is that possible? Shouldn`t they absolve an english test? Now an accident happened bacause of any captain that didn`t understand the messages of the tower. MAD. I hope i will never go on a plane that is leaded by a "Nonenglish" captain.
