To tone them up and slim them down, it's low load and lots of repetitions. Do 2 or 3 exercises in quick succession, so you puff a bit.
Here's the biggie - lunges. Hold a couple of light weights (or nothing) and take a big step forward with one leg. Drop the knee of the back leg to the floor, just short of touching down, so the front thigh is at right angles to the floor. Don't let the fromt knee roll out, or go beyond the foot. back stays upright, head looks ahead.
Now push off on that leg and switch over. Come to an erect position each time and keep it rhythmic. Do about 15 each leg - you'll soon feel it!
People wanting to build muscle avoid high reps, so you do the opposite.
I'm a personal trainer. I have more. MUCH more!

I used to work at a health & wellness center and i do know some good excercises for "saddlebags" or the flabby inside of the thigh haha so first you lay down on your side either on a yoga mat, towel, blanket, or carpet whichever you have.. so your laying on your side now prop the top half of your body with your arm lift the top leg up and leave your other leg on the ground point your toes out straight and slowly move your foot around almost like your drawing a circle with your toes and legs do about 10-20 reps on both sides and i PROMISE you'll feel the BURN! also look up yoga moves or pilates... yogalates lol.. the best workout you can get some of the moves seem like oh this isn't even doing anything but your guaranteed to feel all the aches of a tough workout the next day.
hope this helps! ")

If your legs don't have fat on them and you just want the muscle gone, I'd imagine not exercising them would eventually give you that result.
Personally though, I would love to have more muscular legs. I could somewhat understand not wanting them though, because as I've gained more muscle I've noticed that a lot of my clothes no longer fit as well on the legs. But most are fairly loose in that area since my waist is so much larger, that it really doesn't matter on most of my clothes.

Walking is always good and you cannot usually hurt yourself or damage anything much by simple walking. You can walk more and more. If you like nature you may work up to some short hiking.. it'll tone you all over! Then if you are really up for it, you could start running and even do a 5K in a few weeks.

My advice to you would be to pump the grapefruit juice to burn the fat & do less leg work. Sounds like you're working on the leg stuff & building more muscle there. We rely on our legs for the cardio work-out more than any other parts of our body but there are upper body exercises that can get the heart-rate up as well. You're going to the gym? Use the rowing machine.
It's all really hard to say, not knowing your physiology. Regardless, muscular legs to me are a good thing & nothing to be ashamed of. We tend to get so caught up in appearances.
