Do InstantPTR pay?

InstantPTR - A site that promises to pay with the minimum payout of 10,000USD... More like a scam? We'll see.

I have joined this site, InstantPTR.com and was amazed with sign on bonus of 100USD. What's weird is their minimum payout is 10,000USD. Is this a true site who pays their members with that amount? It's weird cause with that big amount, they might end up bankrupt. Do you know anything about this site?
