I have been writing poetry for a long time now. I usually write a poem on a certain topic and then write a short summary of the topic on which the poem was based and then draw a picture which symboilizes the poem as well as the short write-up. I was wondering how to publish a book based on this? Do I need to send the excerpts or everything to the publisher? One of the publishers rejected my proposal saying that there is no market for poetry. What do I do?

Ive friends who self-published their work and basically sold them through various cafes. Maybe you should try that?

unusualsuspect is right. Another option is to sign up for newsletters to writing websites and keep your eyes open for anthologies. I did that and I have a poem being published in a poetry anthology. Not sure when it is coming out but it is being published by the Canadian Federation of Poetry so I know it is real. I am not being asked to buy the book, I am being given 2 free books.
I don't know if this link will work, but if not you can look for the website. It's a newsletter called "Winning Writers". Try the link and let me know if you get the latest newsletter.

Also keep an eye out for poetry contests, especially free ones. Like I said, if you sign up for newsletters you will gain access to this information every month.
I would like to publish a book of poetry myself. I wrote out the chapters of a book I want to call "My Life in Verse". I did the outline using the titles of poems I have already written and then put it aside. I think it is best to have another book (fiction or non-fiction) published first. Then it would be easier to get the poetry book published if your publisher is interested.
Good luck!

Have you considered self-publishing? If you have a decent printer and a good publishing program, you may want to look into doing it yourself. Although time consuming, it would be more economic!
