Why do ladies won't join for forum sites??

I wonder why girls won't join for tech forum sites? In the sense the joining ratio of
women to men is around 10%. In my opinion, in countries like Afghan, Pak, India etc, normally women reside at home and work as homemakers. Why cant they join forum sites (specially tech) so that they can relax themselves and get knowledge?
