WMA bit rate changer ?

Hi all, I want to convert a wma music file to mp3 with a conversion specification of 8 bit. Can any body please suggest me a software which can perform the task. I have goggled however could not found a software which can convert upto 8 bits, generally it converts upto 32 bit. Thanks in advance
