It really depends... Both sexes can be romantic... But honestly men are usually the ones who come up with the super romantic schemes... So I guess I am going to have to go with men...

I do not know. I was not romantic when I was young. I devouted my time in studies and reading. I have seen many spending time on romance. It makes me no sense at all.

depends on the expression one makes. but I'am telling you that there are many ways of romantic approches. more often as for this question both boys and girls are romantic
