Normally i don't go to this kind of party.Just tell them i have no time,or i am at the other city ,can not make it.
TO be honest,i don't like this kind of party. It's turn to somebody's show-off party. Why do i need to see somebody show-off.No,i have my own stuff to do.
So if you really have no time, just refuse it.

Well, just like what robin says, tell your classmate the truth that you already have a schedule. You don't have to lie to your classmate. It's no ones fault that you are already preoccupied on the day of your classmate's birthday.
If you haven't seen each other for a long time and to your classmate his/her birthday is the best day to come over, just tell him/her that you will visit some other days.
I don't find that it's bad for the invitee not to attend or arrive at a celebration. People have their own schedules and sometimes their schedules are more important than attending celebrations so, the celebrant must understand that.
Hope that helps. Ciao!
