Do parents really take responsibilty when they know that their child is a menace to society?

I am a parent now, and I was that menace. I dont think any parent should feel responsible for it because of a little thing called free will. We all have a functioning brain, and choose what we are and are not going to do. The responsibility falls on the one doing the deed.
