Freeway driving and speeding.

Should traffic flow take a back seat to the speed limit? If everybody is doing 15 miles over the limit wouldn't going the speed limit cause a problem?
If traffic is flowing well and above posted speeds, should cops allow it as long as people aren't wreckless?
