A question about PTC sites

Why is it a requirement for most ptc sites that you have to be a member for at least 60 days before you can request for payout?

once minimum amount is reached we can cashout ,isnot it so?

nothing like.................. but most likely it will take around 60 days for one to reach payment...................................
