why is it that when i upload, it is always "error when uploading"?

i just uploaded a picture i found in the net about harry potter because i started a discussion about the sixth movie installment, but it was error when uploading...actually this is not the first time i encounter this kind of problem...would someone help me out on this one? are there other techniques while uploading? i would appreciate your response a lot...
