I think you need to adjust his naps and waking times to get him to bed earlier. It may be an inconvience for a lil while but it'll work. So get him up no later than 7am, and when he naps is it possible to do something where he'd have not choice but to stay awake (like go to the store, park ect)? And keep him going til atleast 7pm or so and then put him to bed when you can tell he's ready. That's what we had to do otherwise, they keep falling asleep on you. Oh and by getting up earlier you make them tired faster, so time play time outside ect in the morning will help burn up the energy and hopefully change his nap time to an earlier time of day.

I am in a very similar position...my 3 yr old son goes to bed around 11pm also, mostly because his father doesn't get off work till then. I find nothing wrong with it now, but when he starts school i will give him an earlier bedtime. Some days though he will skip the nap and go to bed earlier, it just depends on what we do that day. But in my opinion there is nothing wrong with it.

Stop letting him take a nap. He's getting too much sleep in the afternoon.

It is late for him to be going to bed. My children (2 and 6) have a 10 o'clock bedtime because their father works late and he does like to spend some time with them before they go to bed in the evening.
Some suggestions for getting your son to go to bed earlier are to make his nap time earlier in the bed or try to gradually cut out naps. My daughter quit napping when she was 3, my son only gets put down for a nap when he is acting up through the day. Change his bed time gradually. Back it up by 15 minutes at a time and change this 1-2 times per week until you have him at a bedtime that is comfortable to you.
