I get followers by using the search feature on Twitter. I search for topics related to the things I promote. For example, I run a Down Syndrome Resource Directory that I promote on Twitter, so I did a search for Down Syndrome, and then followed everyone who was interested in DS. Most of them with follow back if the topic is of interest to them. I do this about once a week since so many new people join Twitter all the time. This works to get me followers, but also gets readers to my blogs and the directory. It's all about targeting interests. Sometimes I just search on topics that interest me and gather followers that way as well. Good luck! PM me if you have questions about this method.

I know some people use differrent methods, but I just start following people and some actually are nice enough to follow back. You can also ofcourse promote your twitter page like you would your blog or referral link.
