Putting Adsense On Blogs Promoting Paid To Click? Is it Allowed?

I am pretty sure everyone has and knows what Adsense is, so I am going to get straight to the point. After seeing an article saying you could get banned, but lots of other blogs who have adsense and also got paid from it I am very confused if I can put Google ads on my site and not worry about getting banned. Is there a rule forbidding this or is it allowed to put ads on sites promoting your affiliate links to paid to click websites? Here is a as close quote to the Google's rules. 'Content Regarding programs which compensate users for clicking ads or offers, performing searches or reading email.' Does this include promoting my referral links? I need this help as I don't want to get banned or being able to cash out sooner to my $100 of google.
