Can Mumbai ever become a mega city?

we always hear some news in every paper about plans to transform Mumbai like Shanghai and what not... but I wonder will this ever be possible given the appalling record of the infrastructure projects under implementation. None of the projects are running on schedule. Take for example the Bandra-Worli Sealink took 10 years to complete and all the roads are in mess.. rail traffic is in doldrums, slums proliferating like parasite and filth collecting everywhere and not to forget the rampant corruption in Muncipalities and various govt agencies worsening the situation.
