philippines has a small percentage to win the fiba.many teams in the fiba are stronger than the philippines.

Nope but they are still 2nd in All-Time FIBA Asia with 5 golds, Japan and Korean with 2 apiece with Iran and others. But the Koreans have most number of medals. Since FIBA Asia is Asian Basketball Confederation [ABC]. China has 14 championship gold, 2 silver and a bronze. Philippines is the 1st basketball dynasty in Asia and the highest ever in World Cup finished Bronze in 1954 in Brazil.
