Why the U.S.A has the higher rate of rapist rather than the other countries, what are the real reasons behind this huge rate of numbers.

I'm not sure about this particular crime but I've researched allot of cities - not super big cities but smaller or medium sized cities. I want to relocate south but the crime rates are terrible. Many areas have a 6, 7 and 8 crime rate for violent (which this crime would be in) and property crime. Most of the southern states are more crime ridden then the colder states. I guess the US just doesn't punish these crimes severely enough or there wouldn't be as many. Think so?
