Parents vs. Teachers - Who is to blame?

I am a teacher of adolescents/ teenagers and i am appalled at how many of them at this level still cannot read or write. They have passed through the elementary and sometimes the high school system and this problem went unnoticed. They problem leads to a blame game with teachers blaming parents and parent blaming teachers. Now i believe that the home is the first school that children attend so they must have learnt how to read from there. But to go through the system with this unnoticed teachers may have to take some blame although the onus is on the parents to provide reading material for their children and ensure that their children succeed. Reading is life so who is to blame?
