Assessment for an HR (Human Resources) Staff

My friend has worked in HR department. After restructuring the organization, her department now has very tight headcount, but she always tries to deliver good results (periodical reports, recruitment, labor issues, develop working regulations which did not exist). However, her immediate manager recently informs her that she is considered as lowest performer just because of her interpersonal skills. I wonder if this is a fair assessment. If not, how can she fight on that appraisal?
