Should an employer tell an employee that they aren't going to get paid?

My partner went to the bank today to check my account, but I had no money.
I've been off sick, but getting sick pay and I've had long term sick visits, I checked the notes from the last one, which basically said they needed my consent to talk to my Dr. and they'd see me once they got a response (this was early July). I haven't heard anything since and now I'm not being paid. It may be that my Drs note has ran out, but the last couple of times someone called to remind me.
Also I am owed over 60 hours of holiday pay, which I was told by the lady from HR I was entitled to, but she didn't seem to let any staff know of this, so I haven't even been able to get that.
My partner went in today but the person he needed to speak to was busy.
Does anyone know if they are allowed to just not pay me?
