I am planning to have a ptc site business.. but.. i am wondering if do i need to pay tax? if yes.. how?

If you live in the USA and you make enough money at it, yes. If you make more than $600.00 (probably less now with Obama around) then you will need to report it to the IRS. Depending on how much you make will depend on how much you will have to pay (probably pay more with Obama around.)
