I really wanna start a relationship

my last relationship ended 4 years ago, I haven't seen any one since then, I am currently living in an english speaking country, but english is my second language. The thing is that i really want to have a relationship with a white woman, i think i am more attracted to them. but i dont know how to open or how to start a conversation with one when i see a girl waiting for a bus or eating along at a restraund. I guess i dont have enough courage to do it or may be my english is not good enough to carry the conversation or i am not confident to make a woman interested in me. I have seen someone like me did it, but i dont know how. Can anyone give me a hand here?? Thank you, really appreciated.

why? I mean, you are the guy so you need to do the first move always,. You must always have the courage. You know what, here in the philippines, there's so much filipina who was married to americans or other foreigners. Most of them are just working or what we called as the OFW's. I think most of them are not good of speaking english., but still they got married and have a happy family, and then they just visit our country..
