It maybe be better to log in to Paypal and double check with them to see you are allowed to send or withdraw money from Kenya. It will be a shame if you are not allowed after reaching cashout time. The time and effort will be wasted. Better still send Paypal an email to clarify the situation.

There are some places where paypal has been deducted with its services lately, the time when paypal was legal or active in your country that account might be there as it was opened before deactivating the servies and mylot changes its policies everytime so this time might be they are saying that now you cannot open one.well if you have problem in making new paypal you can change your country or you can continue mylotting with old paypal account.
