Does www.getpaypalverified.com actually work for verifying PayPal accounts?

I'm planning to spend about $300 on college textbooks using my PayPal account, but the account is still unverified. Without linking a bank account or a credit card to the account, can I pay the $9.99 fee on www.getpaypalverified.com to get verified?
If this site actually works, are there any financial disadvantages to having this extra "bank" account?

Save your money my man! Just get your self a debit card! They are easy to find, I use netspend! It was $10.00 to open and get, you can find out where at their site! I then sent the info to paypal and they made 2 deposits of .04 cents then asked me how much they deposited! I told them and I was verified. I got paid from here and another site! I switch the cash to the debit card! I then applied for a paypal matercard (it's a debit also) And got the card last month! I use the paypal card at ATMs in Mexico where I've been all along!
