As promised in my prior discussion here is the email I received from PTC INVESTIGATIONS, on whether Turbo Cash Generator is a scam. I got a few reponses from some of you and I want to thank you for your opinions.
This is the email I received today from PTC Investigations:

If I am not mistaken you are asking about turbocashgenerator.com? Which requires $69.97. From what I see, you would be buying instructions on how to make income on twitter. It is what some will say a "internet marketing training course". You should need a lot of followers on twitter to make this work and you are not guaranteed to earn off of these people. Then there is a chance that you could make twitter mad for spamming them to death.
This kind of reminds me of those ebay programs that came out years ago. Trying to show you how to make money on ebay. Only now the big thing is twitter.
I guess it would depend how well you can take what they show you and apply into action.
We don't really review these type of sites or programs. I did however found one who said it was a scam and this is from a person who has experience with this program.

I wish I could more help. I know times are tough and there are a lot of sharks out there ready to prey on people who need the income. I hope you do find something, best of luck on whatever you decide.

I know I've been bragging about PTC Investigations before but I really think very highly of them. This is a second question I sent to them and they replied ASAP. Even if they don't deal with these type of programming, they took the extra time to answer my question and help me make the right decision. Hope you guys get to check them out....
So, what do you guys think? I think I already made up my mind. I really can't afford to spend $69.95 on a scam. Would you dare to try it? or have you already done so?
