Why do people who want money close all the places where you can pay?

Today I got a letter from the Council, saying that they were closing the only 2 cash offices at the end of September this year. Now in the small print of the bills it states that the only form of receipt they will accept is one direct from the cash office. There are other ways to pay, listed on the letter, but none of these places receipts are acceptable. Do you think they are just trying to get more money out of honest people who pay (by pretending they haven't received payment and not accepting receipts) to cover for those who don't pay? I have always used the cash office, but now I'll have to find a way that they accept receipts from.

I think Councils in particular will do anything to make extra money out of people. The thing is that most decent people (often those who can ill afford it) will not question things. Every other company has to accept proof of payment such as direct debit statements and receipts from wherever they say you can pay but, for some reason, councils seem to get away with ripping people off by not accepting what should be perfectly valid proof of payment. Maybe they don't have enough people paying at the cash offices to keep them open or maybe there are too many people paying that way so there aren't enough people they can come to to say they're not paying. I think if you pay another way and show them proof, you'll just have to keep telling them that it does prove you paid until they accept it. It's no good letting them get away with ripping people off because they won't accept reasonable proof of payment. I'm surprised they haven't told us we owe any extra even though they are taking it straight out of our bank account by attachment of earnings (I don't think they should be allowed to do that either, especially as they seem to be able to take however much they like and can render overtime completely useless because they will take every extra penny you earn from overtime).
