Destiny in the making or by chance?

I was just confused with how lovers are being paired is it purely destiny by chance or destiny in the making? My friend says that he believe in destiny in the making because we decide to find and be in a relationship, while one of my friends says that it is by chance that people meet together. But in my opinion it's both. How about you?

I believe in destiny, girl. I believe that each one of us has a person whom he/she is destined to be with. No matter how hard you try to make your own path, u still can't fight what fate has in store for you.
