I don't think so... i tried that one when i was trying to verify my paypal account but it won't go through... the eon card from Unionbank is the only sure thing... so i suggest just go and get one... it's not that difficult...
ahhh ok... i've read something online that there paypal are verified by smart money card... its just luck. i have payoneer but i can verify it. il go unionbank soon...
