Improving traffic takes time and work. I'd find a popular forum (or 2 or 3), become a recognized member, and then post your site in your signature and perhaps a whole topic asking for input. This has helped me and many others I have talked to.

Traffic from traffic exchange site is low quality traffic, the visitor is not actually read your blog. It is better to get targeted traffic. SEO and PPC traffic is the best targeted traffic. If you are willing to pay, use PPC to drive traffic. However, if you are not plan to spend any money, work hard on SEO. Other than SEO, SMO is another choice, the traffic is not as targeted as SEO and PPC traffic, but it is still much better than traffic from traffic exchange. Forum posting, blog commenting, yahoo answering, article submission, youtube video submission are both good to drive traffic to your blog

So how will I start gaining traffic after putting up a blog?

From where I stand, traffic exchange is useless for the long run. You know, It won't bring you any effect once you stop the traffic exchange.
