Is there any law against PTC???

After a long time, I have reached the minimum payout level $5 of valuebux. But there is no option to payout. It shows, " No payment method available at this moment". So I hate PTC. After a long day by day waste my time I come to know that this site going to scam........... We need to do something for this site. Have you any idea? Is there any law against them???
