Who is to be blame?

The consumer not the advertiser who should be blame for spending unwisely? or The advertiser who should be blame for causing the consumer to spend unwisely?

It is the advertizer's fault if they advertize falsely, and it is the customer's fault if they spend their money unwisely. Both have a responsibility to themselves, and the advertizer has a responsibility to the rest of the world, to be honest.
