Should the government place license requirements on any1 wishing 2 raise a child

As you said, if people cannot self impose this rule themselves, it is better the Government shall make a rule. Rule is to be made applicable through out the world like this: ONE CHILD IS A MUST TWO CHIDREN AN OPTION If one cannot have a child, he can apply to the Government to make legal and moral arrangements.

in the uk you're required to own a licence for a television set, but not a child...makes you wonder! lol
