joy-click and ptcbux scam?

Hi, Has joy-click and ptcbux turned into a scam? I had received one payment from both of the sites but now when I requested the second payment I'm not getting it. I had asked for payment more than one month ago in joy-click but I have still not received it in paypal. They are showing the amount in payment received section but I have not yet received it in paypal. I had asked for payment two weeks ago in ptcbux. I tried to contact admin of both the sites but they gave no response. What do you think about these two sites? Have they turned into scam too
