I learn some people are so spiritual so they give their life for the love of God, for example being a pastor or a noon or priest or in Islam being a sufi. I think their devotion is because of spiritual love. Love is universe in certain extend, we share love to our spouse, children, and others. How can we differenciate spiritual love and universal love? Is universal love is a part of spiritual love?

I'm not quite sure what you mean. But I think that spiritual love, loves for no reason, it loves ALL impartially, not because you are family or a friend. Spiritual love is something that is just felt in the heart for one and all in the same way for all entities in the universe.
It's like channeling Gods love....God loves all his creation whether good or bad, He doesn't favour anybody, all are the same and equal to Him.

Thanks for the comment but I think spiritual love falls into universal love if one believes in God. How about if someone who doesn't have belief in God?

According to the dictionary, the word spiritual means " of the spirit or soul, religious divine or inspired".....ie the word spiritual is linked to a belief of God. Therefore one can not be spiritual unless they have some belief in God or a religion.
People may have different meanings to the word spiritual, but as you can see above the word itself is very much related to God and religion.
The most loving people I have met in my life pursue a spiritual life. An example of this is Amritananda Mayi (Ammachi)....after doing many years of spiritual practices she travels the world and hugs everybody as if they are her own child, and people feel her to be a Universal mother. She is a perfect example of Universal love.
