Hi,
I am not sure about other countries but in India no credit card is necessary.
You can now transfer money from your PayPal account to any of your bank account in India directly from the PayPal website.
Earlier, the only option for withdrawing PayPal amount in India was a check that normally took 2-3 weeks for processing. The new e-transfer process should take less than a week.
PayPal has also scrapped the withdrawal fees for electronic transfer if the amount withdrawn is more that Rs 7000 and a nominal Rs 50 for small transfers. Earlier PayPal would charge $5 per transaction irrespective of the amount on the cheque.
To get your money from PayPal to a bank account in India, all you require is your bank account number and the IFSCI code of the bank branch where you have the account - call your bank customer care service and ask for IFSC code -it’s an 11 digit code maintained by The Reserve Bank of India.
The e-transfer facility from PayPal India is available to anyone having an account in HDFC Bank, ICICI Bank, ING VYSYA Bank, Axis Bank (formerly UTI Bank), Standard Chartered Bank, State Bank Of India, Bank Of India, Canara Bank, Union Bank of India, HSBC and Citibank India.

As the other said, you can use it,but it's limited, and until you are verified, you are going to have a looot of problems with paypal...they mess around with unverified accounts all the time.until i became verified, they have put a restriction on my account 3 times, and i've sent them all the documents, everything they needed,i added the credit card and bank account...and only after about 10 days the lifted the restriction and i became verified, but overall,it took me over 1 month of problems with them...be carefull, and my advice is,try to link your card as soon as possible so you can use your account without worries.

yea you can do that... can receive and send, and even make purschases...but only up to a certain limit...the limit is somewhere in $400 or $500...im not so sure with the value...but you can check in your account..if you want the limits lifted, like for example you are anticipating big deposits (bigger than the limit)...then that is the time you should have your account verified...

in Philippines, we can use eon card introduced by unionbank to verify paypal. its only debit card but they guarantee that we can use it with paypal. i remember before, i used to have problem with paypal. someone sent me money and i was able to received it but i can't withdraw and transfer it to my bank account coz my paypal was not yet verified. i tried to enter my local debit card with mastercard logo but it didnt work maybe bcoz theres no available balance in it. so i tried to buy a virtual credit card or VCC, its a prepaid credit card and thats the only time i get it verified and was able to get my money. you can try to use your debit card with visa and mastercard logo on it and make sure that it has enough balance coz paypal with temporarily deduct a certain amount from it but after 2-3 days they will returned it back to your paypal account. if it doesnt work then you no other option but to buy a virtual credit card.

As far as i know, you can send and receive money from paypal without it being verified. But if you are going to verify it, it is a must to use a credit card. I heard there is this Virtual Credit Card that you can use to verify your paypal if you don't have a credit card. They are..'disposable' lol, happy mylotting :D
