depends on what dialect you like to learn to speak. I am Cebuano speaking but not from Cebu which has a different tone sometimes. Then are Ilongo or Hiligaynon then Waray and others.
It's better if you befriend people from the Visayas and the daily interaction will help you speak the dialect in no time.
Here in my place there are tutorials catered mostly to foreign students and foreign volunteers. Mostly, students from other regions learn quickly from their classmates.

My parents are both Ilonggo so I understand a little bit of Ilonggo I can speak also a little bit but not that fluent. We are born and grew up in Manila and we seldom go the province that's why I can't speak fluent Ilonggo. My parents also speaks Tagalog at home that's why we use it very often. I understand Ilonggo when some Ilonggos and our relatives visits us at home I'm always listening to their conversation and tried to guess what they are talking about. I think you should look for dictionary of Visayan dialect and find a person that can teach you how to speak Bisaya (Cebuano).

It is more practical to have a friend help you out in learning the dialect. Dialect word guides are also available in leading bookstores but the best is to live int eh visayas region to hear the words first hand and speak it according to what you hear, as accents are also important in learning a language or a dialect.
